During his address, Shri Santosh Kumar Gangwar, Hon’ble Minister of State (Independent Charge) for Labour & Employment, Govt. of India informed that this 50 bedded ESI Hospital, Hubli had been renovated in the year 2017. Now, this existing 50 bedded hospital is being upgraded to 100 bedded hospital by constructing a new 50 bedded block with a project cost of Rs.25.00 crore. After commencing of this new block of hospital block, the facilities such as OPD, IPD, Wards, 24 x 7 emergency services with dedicated OT and many more services will be provided to around 1 lakh Insured Persons and their family members of the area.
He further informed that ESIC is in the process of establishing 04 new hospitals in the four different districts of the State of Karnataka which also include Dodaballapur and Bomasandara.
He stated that upgradation work of ESI Hospital, Mysore is almost complete. He requested State Govt. Karnataka to provide sufficient numbers of doctors and paramedics to all the State run ESI Hospitals and Dispensaries so that beneficiaries could get good medical care. He also assured that Central Govt. will extend all the necessary support to the State Govt. in the smooth running of ESI Scheme in the State.
He informed about the steps taken by Central Govt. to promote ease of doing business by amalgamating 38 Labour Laws into 4 Labour Codes. Besides, he informed about various Schemes of Govt. of India like Pradhan Mantri Rojgar Protsahan Yojana(PMRPY), Pradhan Mantri Jeevan Jyoti Beema Yojana(PMJJBY) and Pradhan Mantri Suraksha Beema Yojana(PMSBY) etc.
He also informed about recently launched “ATAL BIMIT VYAKTI KALYAN YOJNA” of ESIC. This scheme is a relief payable directly to the Bank Account of Insured Persons in case of unemployment and while they search for new engagement. He further stated that ESIC has started 29 Dispensary cum-Branch Offices (DCBOS). DCBOs will be set up in every district to provide primary medical care, referrals for secondary medical care, scrutiny of bills of secondary care referrals etc. He also informed about the recently launched “ESIC-Chinta Se Mukti” mobile app on UMANG platform. Shri Gangwar emphasized that prime concern of ESIC is to provide best medical services & other social security benefits to its Insured Person & their families.
Shri Venkataramanappa, Hon’ble Minister for Labour, Govt. of Karnataka also spoke on this occasion. He appreciated the efforts of Hon’ble Union Labour and Employment Minister for renovation and upgradation of this Hospital. He also thanked Hon’ble Union Minister for according approval of new hospitals in Karnataka State.
Shri Prahlad Joshi, Hon’ble Member of Parliament (Lok Sabha) also stated that 100 Bedded ESI Hospital, Hubli will be a great boon for Insured Persons & their families. He also thanked Union Minister Shri Santosh Kumar Gangwar and Shri Venkataramanappa, Hon’ble Minister for Labour, Govt. of Karnataka.
Shri Basavaraja Horatti, Hon’ble Chairman, Karnataka Legislative Council also spoke during the occasion and requested Hon’ble Union Minister for providing more facilities to the ESI beneficiaries of the area.
ESI Scheme in Karnataka
The ESI Scheme was implemented in the State of Karnataka in July 1958. Now, the Scheme has been extended to the entire Karnataka State covering more than 34.96 lakh employees working in about 95,159 factories / establishment, thereby catering to the needs of more than 1.39 crore beneficiaries. For administration of the Scheme, E.S.I. Corporation has One Regional Office, Six Sub-Regional Offices and 44 Branch Offices and one Dispensary-cum-Branch Office. For delivery of Medical Benefit in the state of Karnataka, three Hospitals are being run by ESI Corporation. The Directorate of ESI Scheme (Medical), Government of Karnataka is administering medical benefits through a network of 7 Hospitals, 112 Dispensaries. Apart from this, ESIC has tie up with 52 reputed private hospitals / diagnostic centres for providing Super Specialty Treatment to the beneficiaries. ESIC in Karnataka is also running two Medical Colleges, one in Bangalore and the other one is in Gulbarga, with intake capacity of 100 seats in Under Graduate (MBBS) course, 48% of the seats in these colleges are reserved for wards of ESI registered employees (insured persons). ESI Medical College, Rajajinagar is also a Post Graduate Education centre. ESIC has two Nursing Colleges, one at Indiranagar, Bangalore and the other at Gulbarga. A Dental College is also being run by ESIC at Gulbarga.
Sub-Regional Office, Hubli
The ESI Act was implemented in Hubli area with effect from 27.03.1960. Today, the number of Insured Persons in Hubli is 3,05,830. A Sub-Regional Office started functioning at Hubli from 1st August 1998 with 9 districts coming under its jurisdiction. The total number of factories / establishments covered under this Sub-Regional Office is 13,000 and total number of employees covered is 4,12,380. This Sub-Regional Office, Hubli functions through a network of 12 Branch Offices for distribution of cash benefits to IPs and 4 State run ESI Hospitals viz. Belgaum, Davanagere, Hubballi and Dandeli.
ESI Scheme in India
The Employees’ State Insurance Corporation is a pioneer Social Security organization providing comprehensive social security benefits like reasonable Medical Care and a range of Cash Benefits in times of need such as employment injury, sickness, death etc. The ESI Act applies to premises/precincts where 10 or more persons are employed. The employees drawing wages up to Rs.21,000/- a month are entitled to health insurance cover and other benefits, under the ESI Act. The Act now applies to over 10.33 lakh factories and establishments across the country, benefiting about 3.43 crores family units of workers. As of now, the total beneficiary population of ESI Scheme stands over 13.32 crores. Ever since its inception in 1952, the ESI Corporation has, so far, set up 154 Hospitals, 1489/174 Dispensaries / ISM Units, 815 Branch/Pay Offices and 63 Regional & Sub-Regional Offices.
